More than 200 investors from Romania and across Europe will arrive in Bucharest on October 6th for Investors Summit, a private event held as part of How to Web 2026. The gathering will feature representatives from more than 80 funds and institutions, including prominent European venture capital firms, institutional investors, and limited partners backing funds across the region. The event marks one of the strongest representations of Europe’s venture capital ecosystem in Romania to date.

Bucharest Emerges as a Gateway to Regional Capital

Investors Summit aims to give Romania’s technology ecosystem direct access to an investor community that typically operates across Europe’s major technology and venture hubs. The presence of international funds, institutional investors and LPs positions Bucharest as an increasingly relevant meeting point for capital seeking investment opportunities in Romania and CEE, as well as all across the continent. For local founders and investors, these relationships could support international fundraising while raising the region’s profile among global capital providers.

The private summit is exclusively dedicated to the investor community, with access reserved for Investor Ticket holders. It takes place one day before the main How to Web Conference and focuses on investment trends, capital allocation and the future development of Europe’s venture ecosystem.

Europe’s Leading Funds Head to Bucharest

The investor roster includes representatives from Atomico, General Catalyst, Creandum, Eurazeo, Speedinvest, Earlybird Venture Capital, Dawn Capital, Cherry Ventures, and Passion Capital. Other participating organizations include Credo Ventures, Inovo.vc, Underline Ventures, OTB Ventures, Market One Capital, PortfoLion Capital Partners, LAUNCHub Ventures, Eleven VC, and BCR Seed Starter.

The European Investment Fund and EBRD Venture Capital will also be represented, adding institutional perspectives to discussions about capital availability and the evolution of venture investing across the region. The mix of investors spans funds seeking high-growth companies, institutions backing venture managers and limited partners shaping the flow of capital into European VC.

Where Will Smart Money Go in 2027?

The Summit’s opening discussion, Investing in CEE: What’s hot, what’s not. Where will smart money go in 2027?, will examine the region’s investment landscape following developments in 2026. Karol Lasota, Partner at Inovo VC, and Adrian Roșoagă, Chief Investment Officer at BCR Seed Starter, will participate in the conversation moderated by Vlad Andriescu of start-up.ro.

The discussion will examine sectors attracting growing investor attention, company profiles gaining traction and areas where enthusiasm has yet to translate into meaningful investment. It will also consider how CEE startups can position themselves for the next investment cycle.

Adrian Roșoagă, Chief Investment Officer at BCR Seed Starter

‘Romania and the region have already demonstrated their ability to produce founders and technology companies that can compete internationally. The next step is to ensure that we also have the capital, connections, and funding mechanisms that enable them to scale from here. Bringing to Bucharest both investors who deploy capital directly into startups and institutions and limited partners that back funds across the region is important precisely from this perspective. For BCR Seed Starter, Investors Summit is an opportunity to better connect the capital available across Europe with the opportunities we see in Romania and CEE and, over time, to contribute to a more mature and active venture market in the region,’ BCR Seed Starter’s Chief Investment Officer Adrian Roșoagă states.

Following the Money Behind European VC

A second discussion, Follow the money: LP views on how European VCs should adapt to market changes, will shift attention toward the institutions financing venture capital funds themselves. Camelia Drăgoi, Senior Mandate Manager at the European Investment Fund, Karim Menn, Principal at Wunderland Capital, and Ertan Can, Partner at Multiple Capital, will join the session moderated by Andrii Degeler from Dealroom.

The panel will explore how AI, deep tech and emerging technologies are influencing investment priorities and fundraising strategies. Speakers will discuss LP selection criteria, available venture capital, markets attracting institutional backing, and how European fund managers are responding to a changing investment environment.

Two Decades of CEE Venture Capital

Investors Summit will also look back at the development of CEE’s VC landscape over the past 20 years. Ondřej Bartoš, General Partner at Credo Ventures, will join Tytus Cytowski, founder of Cytowski & Partners, for a discussion about companies that achieved international scale and the investment decisions behind some of the region’s notable portfolios.

Their conversation will consider lessons from the region’s earlier investment cycles and what those experiences could mean for the next generation of investors. The discussion comes as CEE seeks to strengthen its position beyond its established reputation for technical talent and capital-efficient technology companies.

Strengthening CEE’s Access to International Capital

Attracting more international investment, developing local funds, and improving access to global investors remain important priorities for CEE’s tech ecosystem. Investors Summit addresses these challenges by creating a dedicated setting for investors to assess regional opportunities, exchange market perspectives and establish new relationships.

The Summit forms part of the wider How to Web Conference 2026, extending the event’s focus on startups, investment and technology into a dedicated investor forum. Its private format is intended to facilitate candid conversations about market conditions, investment strategies and the opportunities emerging across CEE.
